HANOI, April 14, 2025 – In a pivotal diplomatic encounter, Chinese President Xi Jinping and Vietnamese Communist Party leader To Lam held talks in Hanoi, emphasizing the strategic importance of a China-Vietnam community with a shared future.
Marking the 75th anniversary of diplomatic relations and the China-Vietnam Year of People-to-People Exchanges, both leaders reinforced their long-standing socialist camaraderie with a shared commitment to deeper political trust, economic cooperation, and multilateral alignment.
Xi Highlights Six Pillars to Strengthen China-Vietnam Ties
In his statement, Xi Jinping outlined six key measures to bolster bilateral cooperation:
- Higher Strategic Mutual Trust: Xi emphasized frequent high-level communications between the Communist Party of China (CPC) and the Communist Party of Vietnam (CPV), enhancing governance dialogue and modernization efforts.
- Security Cooperation: Both sides pledged to activate a “3+3” ministerial-level dialogue involving diplomacy, defense, and public security, with a specific focus on combating cross-border crimes such as online gambling and telecom fraud.
- Expanded Economic Cooperation: Xi proposed closer collaboration on infrastructure, artificial intelligence, smart ports, and standard-gauge railways, inviting Vietnamese exports into China’s vast market and encouraging Chinese investments in Vietnam.
- People-to-People Bonds: Marking the Year of People-to-People Exchanges, Xi announced “Red Study Tours” for Vietnamese youth and promoted cooperation in tourism, culture, media, and healthcare.
- Multilateral Coordination: Both countries vowed to uphold UN principles, counter unilateralism, and promote inclusive globalization, aligned with China’s global initiatives.
- Maritime Stability: Xi urged for constructive maritime engagement, including joint development in the South China Sea, and reaffirmed support for an early Code of Conduct.
