Southeast Asia Feels the Heat as Trump’s Tariffs Threaten Growth and Jobs

By [Patricia Renee | April 9, 2025

US President Donald Trump’s latest wave of tariffs is reshaping global trade, and nowhere is the impact more severe than in Southeast Asia. Vietnam, Cambodia, and Thailand—economic powerhouses built on export-led growth—now find themselves in the crosshairs.

As of this week, Trump’s sweeping new tariffs have taken effect, slapping some of the world’s highest rates on Southeast Asian nations. Vietnam faces a staggering 46% levy, Cambodia 49%, Thailand 36%, and others like Indonesia and Malaysia aren’t far behind. Only Singapore was hit relatively lightly, with a 10% rate.

These tariffs arrive like a tsunami for countries whose growth depends on sending goods—especially textiles, electronics, and machinery—to the US. Vietnam alone sees 30% of its GDP come from exports to America. For Cambodia, that number is 25%. And now, entire industries hang in the balance.

Vietnam’s High-Stakes Gamble for 2045

Vietnam’s Communist Party, under General Secretary To Lam, has been banking on export growth to meet its lofty goal of becoming a high-tech, high-income economy by 2045. The US, already its top trading partner, was a central part of that roadmap. Trump’s tariffs threaten to derail the strategy just as it was gaining momentum.

Deputy Prime Minister Ho Duc Phoc has flown to Washington, offering to eliminate all tariffs on US imports in hopes of saving the trade relationship. But Trump’s advisers, especially Peter Navarro, remain unmoved. Navarro dismissed Vietnam’s offer as “meaningless,” accusing Hanoi of enabling Chinese goods to bypass US-China tariffs through trans-shipment.

Cambodia’s Garment Industry in Crisis

Cambodia may face the worst fallout. With an authoritarian government struggling to placate internal rival factions, the garment sector—employing 750,000 of the nation’s poorest—has long served as a stabilizing force. But now, that safety net is fraying.

Local manufacturers warn of mass layoffs, while Cambodia’s leadership scrambles for a diplomatic solution. Even the American Chamber of Commerce in Phnom Penh has called for the tariffs to be rolled back, warning that job losses won’t bring garment production back to US shores.

Thailand and Malaysia Brace for Blowback

Thailand, with just 10% of its GDP reliant on US exports, might seem better positioned. But the country’s economy has underperformed for a decade, and a fresh blow from Trump’s tariffs only deepens the malaise. The government’s recent push to revive growth—including a failed effort to legalize gambling—shows how desperate it has become for economic lifelines.

Malaysia, with lower exposure (11% of exports to the US), is less vulnerable. Still, Prime Minister Anwar Ibrahim is preparing to visit Washington, seeking exemptions and trade concessions.

A Regional Strategy in Limbo

So far, Southeast Asian leaders are urging calm. Their message: Don’t panic, don’t retaliate—negotiate. But the Trump administration seems uninterested in compromise. Even Cambodia’s public support for Trump’s clampdown on Voice of America and Radio Free Asia last month hasn’t spared it from the tariff list.

Vietnam’s carefully calibrated “bamboo diplomacy”—balancing relations with both Washington and Beijing—faces its stiffest test yet. And while Trump remains oddly admired in parts of the region for his tough stance and transactional style, that goodwill is quickly wearing thin.

Will Diplomacy Prevail?

With economic growth, political stability, and millions of jobs at stake, Southeast Asia is now in crisis mode. Leaders are lining up for face-time with Washington, desperate to explain how these tariffs threaten not only profits but the very social fabric of their nations.

But as Trump doubles down on his America First trade vision, a question looms large: Will Southeast Asia’s diplomacy be enough to stop a trade war from turning into an economic disaster?
